It uses the ORIS API (exposed functions of the ČSOS web application).
The main motivation for the third and future versions was to develop functionality that web access to IS ORIS cannot have or would burden the system too much, and which, on the other hand, are the domain of mobile applications. Examples are notifications about the approaching application deadline or monitoring of the starting card and results.
